Language Translations

Background: EPA’s CCR rule requires drinking water systems in communities with “a large proportion of consumers with Limited English Proficiency (LEP)” to provide the CCR in an appropriate language, or provide information on where to obtain translated copies or assistance.
ADA Compliance Service

Background: On April 24, 2024, the Department of Justice’s final rule updating its regulations for Title II of the ADA was published. State and local governments must ensure that their web content (such as a CCR report) meets the Web Content Accessibility Guidelines (WCAG) 2.1, Level AA Standard in 2026 or 2027.
Good Faith Delivery
Gemini will execute an appropriate mix of outreach methods to ensure that your utility meets the Good Faith Delivery requirements as determined by your Primacy Agency. This service may include a) posting online, b) posting in public places, c) delivering multiple copies of the CCR to single billed locations, and d) delivering to Community organizations.
Background: Regarding CCR delivery, the EPA specifies that “each CWS must make a ‘good faith effort’ to reach customers who do not receive water bills using other means”. This rule is further clarified by each primacy agency.
State CCR Certification
Gemini will complete the Primacy Agency CCR certification requirements on behalf of your water system. We compile a final certification package using the data already generated through our other services—such as report preparation, hosting, mailing, and good faith delivery tracking.
